Topik 1: Hutan desa dan deforestasi: Implementasi pengelolaan perhutanan sosial di Jambi

Catatan Praktik ini menggambarkan studi kasus dinamika pengelolaan hutan desa di Jambi, khususnya dalam upaya mengendalikan laju kehilangan tutupan hutan. Dinamika tersebut khususnya dikaitkan dengan program perhutanan sosial di Indonesia, yang selaras dengan kerangka pengelolaan hutan berkelanjutan. Dari sudut pandang sosial-ekonomi dan ekologi, program perhutanan sosial berpotensi mendukung kelestarian hutan serta meningkatkan kesejahteraan masyarakat khususnya di dalam kawasan hutan. Kesimpulan dan rekomendasi studi ini antara lain menyoroti: 1) pentingnya keterlibatan aktif masyarakat lokal dalam mendorong praktik baik dalam pengelolaan hutan desa; 2) peran kelembagaan desa dalam mendukung pengelolaan hutan yang berkelanjutan; 3) pengawasan & pengelolaan area batas hutan yang terkoordinasi; serta 4) peran lintas sektor dalam pemberdayaan masyarakat & transfer pengetahuan.
Topik 2: The governance of risk management on peatland in South Sumatra

Peatland restoration is fundamental to prevent the risk of wildfires on degraded peatland. Governance plays a key role in supporting the effectiveness of peatland restoration. Our study assessed critical aspects of the governance of peatland restoration in South Sumatra, Indonesia, from 2001 to 2019, using vulnerabilities and risk governance frameworks. Compared to 2001-2015 period, the number of peatland restoration projects increased in 2016-2019, and some risk governance principles are in place. Nonetheless, some governance issues still exist in those peatland restoration projects, including uncertainties over data, lack of substantial coordination across stakeholders, excessive bureaucracy, and disintegrated restoration planning and implementation. These issues, which contribute to the quality and quantity of restoration projects, affect the outcomes of such projects, including their ability to prevent fires. Based on such findings, we suggest the adoption of a more detailed risk governance framework that involves understanding stakeholders’ risk perceptions, establishing collective institutional arrangements, conducting a detailed risk assessment and evaluation for planning integrated restoration activities, implementing integrated landscape restoration, and monitoring and evaluating result.
