Topic 1: Green bond as an alternative financing instrument for renewable energy in Indonesia by Anindita Nur Annisa (WRI Indonesia)

Despite the availability of green bonds and other innovative financing schemes, renewable energy (RE) projects in Indonesia are still struggling to meet their financing needs. Previous study has listed high collateral requirements and lack of project finance as some of the challenges of financing RE projects in Indonesia. As green bonds are increasingly being used as instrument to finance RE projects worldwide and in the Southeast Asia region, our study sets out to further dig a deeper understanding of green bonds’ suitability as a RE financing instrument in Indonesia. Specifically, to unfold the perspective of market players and policymakers on the opportunities and barriers to use green bonds to finance RE projects. Our study draws on in-depth interviews with key stakeholders representing different sectors: government/regulators, green bond issuers; RE developers; financiers; and utility. We identified several critical barriers to green bonds utilization for RE projects in Indonesia, and further discusses policy recommendations to improve green bonds’ utilization.

Topic 2: Insights from Vietnam’s solar boom by  Thang Do (The Australian National University)

Vietnam has the highest installed capacity of solar power in ASEAN, with 16,500MW at the end of 2020. This webinar presents the findings of a recent study on the underlying drivers of Vietnam’s solar boom. Generous feed-in tariffs and supporting policies such as income tax and land lease payment exemptions have been key proximate drivers. The government’s commitment to boosting energy supply and strong public demand for improved air quality have been important underlying drivers of progress. Vietnam’s case provides relevant lessons for other ASEAN member states, including Indonesia.
